The Boca Raton City Council has officially chosen Boca Raton City Center LLC—a collaboration between Miami's Terra Group and Palm Beach's Frisbie Group—to spearhead the ambitious redevelopment of the City Hall campus located at 201 W. Palmetto Park Road. This decision follows a thorough exploration of four proposals aimed at revitalizing the downtown area and enhancing community amenities.
A Vision for Mixed-Use Development
Boca Raton City Center's proposal stands out as a transformative mixed-use project, boasting plans for a 2.5 million-square-foot development that includes 1,129 residential units, a 150-room hotel, and approximately 250,000 square feet of office and retail spaces. By incorporating various public spaces such as parks and pedestrian pathways, the project aims to promote a sense of community and connectivity for residents and visitors alike.
Public Response and City Engagement
The choice for the winning team came after extensive public feedback received during the city council's meetings and workshops held in February 2025. Rob Frisbie, managing partner of the Frisbie Group, emphasized a city-centric approach that prioritizes pedestrian-friendly designs, thereby reducing traffic congestion and promoting a balanced lifestyle where residents can live, work, and play without unnecessary strain.
While Boca Raton City Center secured the top spot, the second proposal by Related Ross also made a strong case with plans for a larger 3.8 million-square-foot development featuring 650 residential units, a 400-room hotel, and significant office space. The competition pushed both parties to refine their visions, fueling a healthy race for redevelopment that will benefit Boca Raton's economy.
Job Creation and Economic Impact
The city expects the redevelopment to create approximately 630 construction jobs annually over the nine-year project timeline and 1,740 permanent jobs post-completion. With the potential to generate substantial revenue, estimated at $140 million over the 99-year lease, the redevelopment is poised to become a focal point for economic growth in the region.
